Fort McPherson Redevelopment Plan
Fort McPherson is a military base located in the City of Atlanta, and directly adjacent to the City of East Point. It was selected for closure by the Base Realignment and Closure Commission, which will require the relocation of the headquarters of the US Army Forces Command (FORSCOM) and the US Army Reserve. The approximately 500-acre site presents significant opportunity for redevelopment of this intown Atlanta area.
Market + Main provided land use and zoning consultation, socioeconomic and market analysis, as well as financial feasibility and incentive analysis, services to the Fort McPherson Local Redevelopment Authority. A review of market characteristics of the metro area and submarket were provided as was a detailed analysis of highlighted opportunities and challenges for office, retail, residential, industrial, and hotel uses were reviewed. Assumptions for financial feasibility, including costs, absorption, price points, lease rates, occupancy rates, and potential revenue were detailed. Market + Main estimated economic impacts for jobs, wages, residents, new construction, and taxes. Incentives for redevelopment implementation, including estimating Tax Allocation District impacts, were inventoried.
These analyses were conducted on alternate scenarios in order to make effective comparisons and to help to narrow down to one preferred alternative developed by the multi-disciplinary consultant team. Market + Main's analysis was integrated into a comprehensive assessment matrix that was then used to arrive at the final recommended plan. Market + Main was also involved in the presentations made to the MPLRA Board; City, County and State elected leadership; Atlanta Development Authority Board; City of Atlanta and East Point staff; University System of Georgia; and the general public.
A decision was made early in the planning process to step outside of local market conditions in considering what the long-term vision of the redevelopment of Fort McPherson could be. Essentially, at the build-out of a redevelopment on the grounds of Fort McPherson, there will be a completely new market activated in the area. Market + Main also provided strategic recommendations on zoning designations and the adoption approach as this sizable site comes into the City and the private market.
